Property owners and the Downtown San Diego Partnership launched the Downtown Property-based Business Improvement District (PBID) in July of 2000. The PBID established the Clean and Safe Program to improve the appearance of Downtown's streets and enhance public safety for residents, employees and visitors. Covering 272 blocks, the Clean and Safe Program is an integral part of keeping downtown San Diego free from trash, graffiti and weeds. The Clean and Safe Program also engages the homeless and provides them with useful information about various social services.
